Current developments in the legal regime of the high seas: BBNJ and Deepsea mining

You are invited to attend a lunchtime lecture and live-stream presentation hosted by the Ocean Governance SIG discussing the long term management of the high seas looking in particular at biodiversity resources in areas beyond national jurisdiction and deep sea mining. This will be presented by Lowri Griffiths of the Foreign and Commonwealth Office Maritime Policy Unit. Abstract:

There are currently two parallel processes underway under the UN Convention on the Law of the Sea that will have impacts on the long term management of the high seas and the Area. The second session of the Intergovernmental Conference on an implementing agreement under UNCLOS on the conservation and sustainable use of the marine biodiversity of areas beyond national jurisdiction will take place at the UN in New York from 25 March 2019. Separately, the International Seabed Authority is working on regulations for deep sea mining of minerals in the Area. Both processes are due to conclude in 2020. This talk will discuss both processes, outlining the progress to date and the areas of difficulties in the negotiations. It will highlight the potential implications for all users of the high seas.

Following the presentation, a committee meeting will be held which will give an overview of recent activity and discuss with old members and new, proposals for SIG activity in this coming year.

Speaker profile:

Lowri Mai Griffiths, Maritime Policy Unit at the Foreign and Commonwealth Unit

Lowri Mai Griffiths is the Head of the Maritime Policy Unit at the Foreign and Commonwealth Unit. The work of the Maritime Policy Unit covers all aspects of the implementation and interpretation of the UN Convention on the Law of the Sea, as well as other marine and maritime issues. Lowri is the Head of the UK delegation to the BBNJ Intergovernmental Conference. She is also a member of the UK delegation to the International Seabed Authority.

Prior to joining the Maritime Policy Unit, Lowri was a lawyer in the Foreign and Commonwealth Office Legal Directorate, advising on issues relating to the UK’s Overseas Territories, including maritime boundary negotiations and marine management issues.
